I am delighted and humbled to be nominated as the Acting Board Chair of APMHA Healthcare Limited, in lieu of Keran Wicks, who resigned from the role after completing her 3 year term on the APMHA Board.
I would like to extend a sincere thank you to Keran, on behalf of all from APMHA, for her stewardship and invaluable guidance as a Board member and then Board Chair.
As the Interim Board Chair for APMHA it is my pleasure to present the 2023-24 annual report. It has been another incredibly challenging year given the ever (and fast) evolving mental health landscape and I feel incredibly grateful for the unwavering dedication of our APMHA team.
The changing landscape demands us to be agile and nimble as an organisation; in how we deliver our services, manage our finances and collaborate with like minded organisations – it is our ability to confront and manage these challenges adeptly, and to effectively traverse this landscape, which makes APMHA such a unique organisation.
The APMHA Board have worked hard to support this process, focusing on the implementation of a 5 year strategic plan to foster continued growth for the company, whilst ensuring APMHA remains relevant and visible in a competitive commissioning landscape. I would like to extend a huge thank you to our funders for continuing to put your trust and faith in us to deliver these essential mental health services.
Our ability to stringently and effectively manage our funding in this demanding landscape remains paramount to our success and, on behalf of the Board, I would like to recognise the diligence and hard work of our Finance Team, overseen by Charles and Zac. Our 2023-24 profit as will be outlined in our finance report – is another outstanding result for APMHA and further bolsters our already healthy cash reserve.
To our workforce, both clinical and non clinical: you are what make APMHA the unique organisation it is and, on behalf of the APMHA Board, I would like to extend a huge thank you to you all, acknowledging the demanding work you undertake, day in day out, to provide these vital services to our communities.
APMHA’s collaboration with local partners is critical to better understanding and meeting the needs of our local communities. We have forged these key partnership arrangements with like minded, client focused organisations to strengthen our ability to deliver services that are accessible, equitable, compassionate and of the highest quality. This year we have seen significant and exciting new partnering arrangements emerge and I would like to recognise the dedication and effort of our partners in making this happen and for choosing to collaborate with us.
The APMHA Executive team and Board of Directors play a vital role in the success of the company and have driven APMHA to another enormously successful year on so many fronts. I feel we have been gifted an enviable Executive and Board team who have worked tirelessly and diligently to ensure APMHA’s success and I extend a sincere thank you to each of them for their enormous contribution. And to Renee, the indefatigable and passionate CEO of APMHA, I express our gratitude and recognition for all you do to advance and evolve APMHA – thank you.
To all those who have taken the time to share their stories and experiences of mental health with APMHA: people with lived and living experience and their caregivers; we thank you for your dedication and commitment to strengthening, informing and shaping our mental health services – we would not exist without you.
We anticipate another challenging year ahead, where a focus on balancing business consolidation and company growth will be more essential than ever. I have no doubt APMHA has the right people to support continued innovative, high quality and compassionate service delivery.
We move into the year in an enviable position, and I foresee further stable company growth and the people of our organisation changing the landscape and pathways for clients to move forward in their lives, with better mental healthcare.

I would firstly like to acknowledge the land in which I am writing my report today, the land of the Wurundjeri Woi-wurrung, the traditional owners and extend this acknowledgement to all Traditional Custodians of the lands on which APMHA meet, work and visit across Australia and pay my respects to the Elders, past, present and emerging, as the holders of the memories, the traditions, the culture and the spiritual wellbeing of the Aboriginal and Torres Strait Islander peoples.
I would also like to humbly acknowledge all clients whom we walk beside and their lived experience, their carers and family. This extends also to our wonderful workforce whom many also have lived experience.
I always hope when I write my annual report, that I can confidently say that the need for mental health services is reducing. But alas, this is not the case. Referrals to our services continue to be extremely high.
The cost of living crisis, coupled with long term secure affordable housing drive significant mental health distress. Whilst services like ours continue to do what we can to respond, the sector is grossly underfunded and this continues to throw challenges to us all.
This 23-24 annual report compiled by our dedicated APMHA Team will share with you our ongoing focus, service responsiveness and dedication to vulnerable communities.
Our unique stepped care approach, ensures clients receive services commensurate to need at any given time of their journey. Our clinicians are so dedicated and always step forward to support referred clients. We thank you for working with APMHA, you are our backbone, and we could not do what we do, without you.
This financial year, we have been extremely busy with many program changes. We have been challenged with the cessation of funding for our Head To Health hubs in Shepparton and Seymour – working closely with community and clients to ensure services continue throughout and beyond decommissioning.
We have provided rapid mental health workforce availability and deployment for the Bondi Incident Disaster in NSW. We have worked with our partners Wellways and GV Health in the establishment of the Greater Shepparton, Strathbogie & Moira Mental Health & Wellbeing Local. And we have rapidly developed our Older Minds PTS program in the Western region of NWMPHN.
I personally have been challenged this year losing three family members within 8 months. I want to express my heartfelt thanks to my executive team and staff who stepped in and kept everything going, whilst I needed to focus on family.
From a financial perspective, we have received $6.5 million in funding this financial year and has again shown a healthy surplus to add to our cash reserves, which ensures APMHA is solvent and able to expend funds for innovation and expansion. We purchased a property in Shepparton, a home away from home, for all our outreaching and visiting workforce.
I would like to thank our wonderful Senior Financial Accountant and our FRAC committee for guidance and robust monitoring of our financial status throughout the year.
We successfully passed our reaccreditation under Quality Accreditation in June 2024, with AS/NZS ISO-9001 and NS&QHS – National Mental Health Standards with commendations. Thank you to our Quality and Compliance Manager who lives and breathes quality everyday for our organisation and ensures our standards are met, and reviewed with regular service improvements applied when identified.
We have had some Board movement this year, with three Board members Rodney Johnstone, Keran Wicks and Thai Ohtsuka all finishing their three year tenure. We thank them for their amazing advice, dedication and contribution through their time with APMHA.
We thank Dr. Michael Moon (GP) who has agreed to be Acting Board Chair as we update our constitution and then call for nominations to fill these vacancies.
Roslyn Stewart our Consumer Lead has worked tirelessly with the Relapse Prevention & Discharge Clinician, to develop the Wellness and Discharge Planning Toolkit and website. This program is now in a pilot implementation phase and we know it will be highly successful.
Finally – we would like to thank our funders, partners and dedicated national workforce. We are funded across 9 different program streams from 6 different funders. This has enabled APMHA to continue to achieve amazing outcomes. Our intake team have triaged 2,957 referrals and ensured allocation in a timely manner to the most appropriate, skills matched clinician and our National Workforce has provided 25262 clinical sessions to 2930 individuals living in Victoria and NSW.
Again, I extend my gratitude to all our wonderful staff and extended workforce who have been the backbone of all that we do and what we achieve – we could not do what we do without you.
Finally, I want to thank our Leadership Team, Executive Team and Board for steering APMHA so solidly and for your tireless efforts to ensure the Company remains robust, responsive and resilient.

When I take a moment to reflect on the year that’s been for APMHA, I’m always surprised by our level of achievement and success as a company – and this year is no different.
I remain proud to be part of an organisation that continues to ensure the most vulnerable clients in our community are provided with the highest quality of mental health service available in the areas we service. Knowing the continued substantial investment of time, money and effort by APMHA in this space feeds, some of our highlights that recognise this include:
- APMHA successfully undertook full re-accreditation against the National Mental Health Standards and ISO-9001, with (again) no compliance issues or service improvement recommendations identified by our external auditor
- Engagement of cyber security consultants, as part of a large cybersecurity project, to test our systems for vulnerabilities and enacting recommendations to enhance APMHA’s overall cyber security credentials
- Ongoing investment in developing our fully licensed quality, credentialing, contracting and compliance system, Folio, driven by our ever industrious Manager, Quality & Compliance, Monique
- Ongoing stringent oversight of funding, credentialing and contracts for all our programs.
We know this investment in quality translates to better outcomes on the ground for the consumers we are funded to support and I would like to thank our entire workforce for the important part they play in making this happen; never before have I worked in an environment where the saying The heart of every organisation is its people rings true.
And finally, I would like to recognise the work of Renee (CEO), who remains pivotal in helping to make APMHA a truly unique organisation and who has led us to another hugely successful year in all that we’ve done.

General Manager Service Delivery and Mental Health Reform
My first annual report as GM for Service Delivery and MH reform.
What a year it has been. Since commencing in my role on 1st July last year APMHA have seen wonderful growth and development across service provision and staffing. We successfully partnered with Wellways and GV Health to secure the development of the new GSSM Wellbeing Local. This is an enormous project partnering with large agencies, developing new staffing models and seeing the fruits of our first 7 months of development eventuate to initial service delivery. A new service model aimed at improving access to support in the community for those people struggling with emotional distress. This includes those seeking support with addiction. A blended model with front facing staff having a lived experience of mental illness or addiction or having cared for someone with this. A warm and welcoming environment has been set up and clinical services have commenced alongside the peer staff team working in partnership to support those in need.
Our service delivery across Murray continued with us being able to offer both short term psychological interventions for those with mild to moderate mental illness and being able to provide greater care coordination and treatment to those with more severe mental illness. We faced challenges in the last quarter due to programme funding changes. However, our staff, as expected, worked tirelessly to ensure those who needed ongoing support were well linked if we were no longer able to continue. Our ability to support all ages sees the enormous talent within our staffing profile and I would like to thank our wonderful staff for the amazing work they do every day. Not only in supporting our community but being able to support each other is vital for a company to be able to grow and develop and our staff live and breathe this daily.
I find it hard to believe a year has already flown by and I feel enormously grateful for the exec team approaching me to join them last year. APMHA is a warm and wonderful work environment, and I feel supported every day which makes coming to work a pleasure. I look forward to the next 12 months as we continue our work with our communities to deliver care and treatment enabling people to lead rewarding lives.

As I take the time to pause and reflect on the year that has been, I often ask myself the question: are we the client focussed primary mental health service we strive to be?
I can safely say I believe APMHA continues to work with an unwavering purpose and focus to support vulnerable people with mental illness to reclaim well being and live a contributing life – and I am proud to be a part of the organization on this continued journey. The challenges of working in this space remain: an increasing demand for our funded mental health services, a mental health landscape transitioning and changing and workforce recruitment headwinds, coupled with needing to remain accessible and equitable to clients in the communities, have never been more evident.
Critical to managing this is the role of APMHA’s Clinical Intake and Triage team. Often the ‘frontline’ of the organization, they are integral to APMHA ensuring the right clients receive the right support at the right time. Evaluating and assessing referral’s to make informed decisions, navigating appropriate referral pathways for clients and providing secondary consultation to numerous clients, referrers and stakeholders, are all daily tasks performed to the highest standards by the team. I would like to sincerely thank the Intake team and acknowledge all the hard work they have done and continue to do; I feel incredibly lucky to be working with such devoted people. Some of our vital work is captured with:
- CESPHN: 883 referrals processed, 271 clients provided services to and 8,873 sessions delivered
- Murray PHN: 1,442 referrals processed, 1,061 clients provided services to and 11,439 sessions delivered
- SWSPHN: 143 referrals processed, 109 clients provided services to and 2,865 sessions delivered
- NWMPHN: 482 referrals processed and 2,057 sessions delivered
- EAP: 7 clients referred and 28 sessions.
This equates to:
- 2,957 intake referrals processed
- 2,930 clients allocated for ongoing care
- 25,262 sessions delivered across different age cohorts and levels of care.
I am extremely proud of these numbers, knowing the hugely positive difference our work has made for those individuals referred to our service with mental health challenges. APMHA’s ability to respond to the community’s need in times of disasters and crises, such as in the immediate aftermath of the NSW Bondi incident, has been paramount in continuing to flourish in reputation as an agile, responsive, high quality primary mental health service provider.
APMHA’s strength is our people. Our staff are committed, day in day out, to enhancing support for clients and their families and caregivers. We continue to work in strengthening local partnerships with key stakeholders as we endeavor to do more for the communities and individuals we are lucky enough to be funded to support. It is a privilege for me to be a part of this great team at APMHA
Consumer Lead Report
Roslyn Stewart
Consumer Lead
I commenced working for APMHA as Consumer Lead in June 2023. It was APMHA’s person centred approach to counselling that drew me to the role and over the past year I have had the privilege as a lived experience advocate, to bring the consumer voice to all levels of the organisation.
Over many months I collaborated with the APMHA Relapse Prevention and Discharge Clinician, to co-design, co-produce and introduce The Relapse Prevention and Discharge Pilot Program into APMHA clinician practice. It was very satisfying to be able to draw on my extensive lived experience and journey to recovery to develop the program. I believe it reinforces and enhances APMHA’s ethos that the person is the expert in their own life. With a focus on wellness, whilst acknowledging potential difficulties and addressing them, it steps clients towards their best future. After discharge, their toolkit booklet acts as a reinforcement of counselling as well as a guide to continue their path to wellness or assist them to recognise early if further support may be needed. I am proud what we have developed. It rings true, because it is what I would have wished for myself.
Reviewing APMHA policies and procedures with a consumer lens has served to reinforce my belief that at APMHA the client is at the centre of their treatment. I have also developed the Framework and Terms and Reference for the Consumer Voices Committee in readiness for its establishment in the near future. This committee, reflecting the diversity of APMHA’s clients, will provide a balanced lived experience view and will allow ongoing consumer input at all levels.
The partnering of APMHA in the GSSM MH&WB Local has given me the opportunity to participate in their Lived Experience Advisory Committee as well to sit on interview panels for appointment of APMHA funded staff. It has been exciting to have input in the establishment of this wonderful peer-led initiative, arising from the Victorian Royal Commission into Mental Health.
What a fantastic year it has been for me. Everyone at APMHA has embraced my lived experience. I feel accepted, respected and valued. Actually, I feel blessed. What more can one want than to be able to pursue their passion in an organisation which not only genuinely cares for their clients but also nurtures their staff.

Donal McGoldrick is an experienced Board Director and Executive and has applied his learnings and insights of business operations, as well as business and clinical governance to his role as General Manager Business Operations (Deputy CEO). As one of the founding members, he has led compliance across contracting, reporting, quality & safety, recruitment, HR, and risk management.
Tung Le
Executive Director – MAICD
Tung Le has over 24 years of experience in mental health and AOD across a diverse range of environments. Tung was one of the original founding members of APMHA, and has held various Board and Executive roles externally and within the Company as it has rapidly grown. Tung brings with him energy and professionalism to all aspects of his work as the General Manager Stepped Mental Health at APMHA. His expertise and passion continue to support our frontline triage team and external clinicians working across clinical services available through APMHA HealthCare.
Dr Michael Moon

Michael became a qualified doctor after graduating with an MBCHB from Manchester University in 2009. Michael specialises in mental health, AOD (Alcohol and other drugs), urgent care and sexual health as well as routine general practice consults. Michael became a board member at APMHA in 2022, and brings his unique experience in primary care to this growing and developing team, to help provide greater care, to greater numbers of clients, in a greater number of areas.
Cherie Krake
Non-Executive Director
Cherie Krake has a variety of skills which include sales and creative marketing. Cherie gains professional satisfaction by guiding a team to achieve company goals whilst empowering them as individuals. Cherie loves working with people displaying a passion and natural skill for understanding them, their motivations, preferences, and decisions. It is that love of people and family experiences that has led to an interest in mental health and assisting in the improvement of systems and processes.
Rodney Johnson
Retired Board NED, Non-Executive Director
Rodney Johnstone has been providing financial advice to clients for the past 22 years and really enjoys the process of helping people use their money wisely. The role encompasses understanding client needs, providing analysis of investment alternatives and creation of retirement strategies within the rules of the day, to move clients closer to their lifestyle goals. He has a real interest in people and their mental health as he meets lots of people in different financial and lifestyle situations. Rodney is involved in various community charity groups including Footscray Rotary Club, and Community Bike Hub which re-purposes donated bikes for allocation to refugees, asylum seekers and locals in need.
Keran Wicks
Retired Board Chair Non-Executive Director
Keran Wicks is proof that hard work and determination are the prerequisites for success, going against all predetermined notions of “traditional” business leaders. Founder and CEO of The Network Group, Keran Wicks is a true self-made business leader, and carer with lived experience of mental health. Keran is also a committed mentor and advocate of strengthening businesses across the nation.
Thai Ohtsuka
Non-Executive Director, Retired Board NED
Thai Ohtsuka is a bilingual clinical and health psychologist who has extensive experience working in private and public mental health services. Her special interest has been in the use of data-driven and information technology in combination with interpersonal relationship building to understand and influence positive change at both individual and systemic levels.

Renee Hayden

Renee Hayden is the founding member of the initial Company design and redesign to a Not-for-Profit. As the CEO of APMHA, she comes from a diverse executive, management and clinical background firmly cemented in mental health, AOD and primary care. She has an extensive history working with and leading management and executive teams. Renee’s Board and clinical governance experience and training has led to various Board positions, overseeing governance, operational and strategic matters.
Sian Pritchard
GM Service delivery and mental health reform
Sian is an experienced Nurse Practitioner (addiction and mental health) and credentialed MHN who joined APMHA as a General Manager in July 2023. She has 40 years of nursing experience and has worked across both public and private health sectors. Always advocating for her community Sian believes collaboration and care coordination to be fundamental in ensuring the health and wellbeing of our community. Sian manages teams across Alaya House and the Mental Health Wellbeing Local in Murray and holds clinics across two locations Geelong and Shepparton.
Monique Ataryniw
Quality and Compliance Manager
Monique is one of the founding members of APMHA and has grown with the Company. Monique drives APMHAs quality and compliance, including Accreditation as the Quality and Compliance Manager. Monique also provides senior support to our Corporate Services Team.
Charles Mahagodage
Senior Financial Accountant
Charles joined APMHA five years ago and is an experienced NFP certified practicing accountant with more than 20 years of experience in accounting and financial management for both profit and non-for-profit sectors. He brings significant depth of financial knowledge and skills to APMHA HealthCare, ensuring robust financial oversight and reporting.
Hayley Fitzgerald
Alaya House Team Lead
Hayley has a Bachelor of Health Sciences, a Master of Health and Human Services, Graduate Certificate in Mental Health and a Master of Social Work with the University of Melbourne. Hayley was appointed as Team Leader for Alaya House in January 2024.
Roslyn Stewert
Consumer Voices Lead
Roslyn joined APMHA’s Leadership Team in June 2023 as the Consumer Voices Lead. Roslyn 40 years + of lived experience provides APMHAs program design, implementation and review with informed guidance to ensure our programs meet consumer and carer needs and language. Roslyn’s representation as a consumer advocate includes: Mental Health & Wellbeing Interim Body – Hume Region, Goulburn Mental Health and Wellbeing Advisory Committee, VMIAC Consumer Register, Social Prescribing Project Committee. In addition, Roslyn’s training includes: Peer support Training: Intentional Peer Support 2022, Diploma of Counselling 2023, MHFA Instructor, Retired pharmacist – 40+ years. Roslyn was the recipient of the Victorian Rural Health Awards: Outstanding Contribution by a Rural Health Consumer Advocate in July 2023.
Sondrelle Kilby
EA, Education and Marketing Lead
Sondrelle joined the APMHA workforce in 2023 as Executive Assistant to the CEO, Education and Marketing Lead. She has an extensive background in education and holds a Bachelor of Early Childhood Education. Sondrelle has been involved in the positive development of children, parents and caregivers, with traumatic and diverse backgrounds and has delivered programs to Indigenous families, drug and alcohol affected families.
Adrian Woodhouse
Relapse Prevention & Discharge Lead
Adrian has completed a Bachelor of Science (Psychology), Certificate IV Disability Studies, Diploma of Education, Certificate IV Training Assessment and Evaluation, and obtained a Masters in Social Work in 2017. Adrian works as APMHA’s Relapse Prevention & Discharge Lead. This is a pilot program that aims to provide tools that may assist clients with their mental health recovery once counselling has ceased.

Zac Williams
IT/Finance Officer
Zac is a founding member of APMHA and has a background in small business management/finance and IT. Zac currently manages and administers all contractor payments, for our sub-contractor workforce and collates program data and reporting for our funders.
Phoebe Logan-Jacobson
Mental Health Intake Coordinator
Phoebe completed her Bachelor of Social Work (Honours) in 2019 and has been working with APMHA since. Phoebe works in APMHA’s Intake Team reviewing incoming referrals, triage, managing waitlists and allocating referrals for Murray PHN and SWSPHN.
Brooke Belzunce
Mental Health Intake Worker
Brooke has completed a Bachelor of Social Science (majoring Behaviour) and has worked in various mental health and wellbeing roles. Brooke Joined APMHA in 2022 and works with APMHA’s Intake Team reviewing incoming referrals, triage, managing waitlists and allocating referrals for CESPHN.
Tayisa Podolak
Mental Health Intake Worker
Tay began working at APMHA during 2017 as an Administrative Assistant then returned in 2023 as a Mental Health Intake Worker in the Intake Team having completed her Diploma in Community Services and Bachelor of Youth Work. Tay has experience supporting young people in educational settings and community youth centres.
Sharyn Amos
Credentialed Mental Health Nurse - Older Minds
Sharyn is an experienced senior clinician, credentialed mental health nurse leading our team in North Western Melbourne PHN’s Older Minds mental health program. Sharyn has extensive experience working in various AOD and mental health services both in metro, rural and remote areas. Sharyn also assists with clinical auditing and reviews.
Paul Darley
Social Worker - Older Minds
Paul Darley has joined APMHA’s Older Minds mental health program. He has a social work background and obtained a Masters in SW in 2017 with a Social Science/Psychology undergrad and is now working toward MH accreditation.

Practice Receptionist – Alaya House
Lauren is the practice receptionist at Alaya House where she supports client access to appointments and coordinating the smooth running of Alaya House in Shepparton.
Kerry Coyle
Mental Health Clinician
Kerry is a registered nurse who has worked in mental health for the past 20 years. Kerry commenced working with APMHA in 2019 and provides therapeutic interventions across a number of programs in the North East Victorian regions. Kerry is passionate about recovery orientated practice, empowering and ensuring positive client outcomes.
Kaitlan Niblock
Social Worker
Kaitlan commenced with APMHA in June 2023 and is a Social Worker at Alaya house in Shepparton and also supports APMHA’s Intake Team triaging clients, managing waitlists and allocating referrals to the most appropriate clinicians so that clients can access therapeutic support. Kaitlan has a specific focus and passion for young people.
Gemma Reynolds
Generalist Counsellor
Gemma began working with APMHA in April 2024 and is a full time Generalist Counsellor. She is based at Alaya house in Shepparton. Gemma has a particular interest in Coordination of Care and Service Navigation and believes that every individual should have access to quality healthcare and services.
Barbara Bairo
Social Worker - child therapist
Barbara came to APMHA in July 2023. Barb is a Social Worker/Play Therapist/Parent Coaching/LEGO Based Therapy Facilitator and worked in child therapy and play therapy with APMHA. Barbara left in May 2024 to expand her private practice.
Donna Taggart
Social Worker - child therapist
Donna commenced with APMHA in April 2023 and is a Social Worker, Play Therapist and Credentialed SMART Recovery Group facilitator for individuals as-well as the family & friends of someone with addictive behaviours. Donna currently works in our H2H, PTS and CCC Programs supporting children, youth and adults and provides services to Shepparton, Wangaratta, Beechworth and Euroa.

Renae has a graduate certificate in Addictive Behaviours and a Master of Social Work. She has recently joined the APMHA Team as the Towards Change Team Leader, supporting all our clinicians in the Towards Change Team.

Bronwyn is a registered nurse and mental health nurse with over 35 years of experience in a diverse range of settings. Bronwyn currently works as the Nurse Practitioner in the Towards Change Team.

Catherine has a Bachelor of Arts and a Master of Social Worker. Catherine is currently working as a Mental Health Clinician in the Towards Change Team.
Minu Karumathy

Minu has completed a Bachelor of Nursing, Certificate in Training and Assessment and a Master of Mental Health Nursing. Minu is currently working as a Mental Health Clinician in the Towards Change Team.
